Tuulivoiman järjetön tukeminen pienentymässä

Olen vuosien varrella eri kirjoituksissani voimakkaasti kritisoinut Suomessa tuulivoimalle annettavaa, veronmaksajille kalliiksi käyvää tukea. Fundamentaalinen virhe tehtiin siinä, että tuulivoiman tuottajille taattiin vähimmäishinta 0.0835 EUR/kWh. Tämä johtaa siihen absurdiin tilanteeseen, että mitä halvempaa pörssisähkö on sitä enemmän tuulisähkö saa tukea (sentään, jos pörssihinta on <0.0300 EUR/kWh silloin tuki ei enää lisäänny vaan on 0.0535 EUR/kWh). Oikeasti tuki olisi pitänyt sitoa pörssisähköön, kuten olen useasti kirjoittanut. Järjetön tuki jatkuu 2030 saakka, ja kokonaislasku veronmaksajille on 3,200,000,000 EUR.eli 3.2 miljardia.

Keväällä hallitus ilmoitti tuovansa uuden ja paremman lain eduskuntaan. Sen mukaan Suomessakin siirryttäisiin huutokauppoihin, joissa halvimman uusiutuvan energian tarjous voittaa riippumatta siitä, millä tekniikalla se on tehty. Tarkoitus on kilpailuttaa vuosittain 2 TWh, mikä vastaa 2.4 % nykyisestä vuotuisesta sähkönkulutuksesta. Nyt tätä kuitenkin aiotaan vasta kokeilla 1918-20! Ja edelleen tuki sidottaisiin vain osittain pörssisähkön hintaan. Huom: Taulukossa suunniteltu tuki vastaa vain 1 TWh tuotantoa; ei siis 2 TWh puhumattakaan vuotuisesta 2 TWh lisäyksestä.

Jos tämän päivän Hesarissa sanotut luvut pitävät paikkansa, niin tuulivoiman tuki per kWh putoaisi noin puoleen nykyisestä. Kuitenkin se jatkuisi edelleen selvästi korkeampana kuin vertailumaissa.

Lex Malmi mahdollinen!

Kansalaisaloite Malmin lentokentän säilyttämisestä oli eduskunnan perustuslakivaliokunnan käsittelyssä. 24.10.2017 valiokunta antoi lausuntonsa, jonka mukaan, kun kyseessä on vain yhteen tiettyyn alueeseen kohdistuvasta yksittäisestä rajoituksesta, se ei loukkaa perustuslaissa turvattua kunnallista itsehallintoa. Eli, eduskunta voi säätää lain, jolla Malmin lentokenttä säilyy. Kansalaisaloite sellaisenaan vaatii kuitenkin tarkistamista; tarvittava lakiesitys pitäisi valmistella hallituksen toimesta.

Hesarissa hämmästyttävästi oli täysin väärä viiden palstan otsikko "Aloite Malmin kentästä on perustuslain vastainen".

As bike-share’s growing popularity in the United States spurs private investment, cities that have considered starting their own municipal programs are beginning to ask: Why bother trying to round up millions of dollars when a private company will come in and do it for free. Following success in China, private firms in the last few months have deployed masses of brightly colored bikes ready to zip around American cities, pushing their way into a market that until now has been dominated by city-subsidized programs. 

Unlike existing publicly financed bike-share programs, with bikes that are docked at stations, the neon green, orange and yellow bikes from competing companies are dockless — picked up and dropped off wherever a user likes. Riders use an app on their phone to find available bikes and unlock them for about $1 a half-hour, a cheaper walk-up price than most existing programs offer. The entrance of dockless biking into the U.S. market has rocked a bike-share sector that has long relied on city workers’ help to assemble federal grants, city funds and advertising and sponsorships in order to lure bike-share operators. Maailman ensimmäinen kelluva tuulivoimapuisto rakennettu Skotlantiin

The world’s first floating wind farm off the coast of Scotland began to deliver electricity to the grid.The 30MW Hywind wind farm comprises five giant turbines, installed around 25 kilometers from Peterhead in Aberdeenshire, and will power up 20,000 homes a year. 

The advantage of floating turbines is the possibility to install them in waters that are too deep for traditional offshore wind farms. Developer Statoil is also trying to connect a 1MWh lithium battery storage solution to the floating wind farm with associated company Masdar.  [emp]

Saudi: Aurinkosähköä hintaan 0.0153 EUR/kWh

Saudi Arabia received offers to supply solar electricity for the cheapest prices ever recorded, marking the start of a $50 billion program to diversify the oil producer’s domestic energy supplies away from fossil fuels. The energy ministry said Abu Dhabi’s Masdar and France’s EDF bid to supply power from a 300 MW photovoltaic plant for as little as 1.79 cents/kWh, according to a webcast of the bid-opening ceremony on 03.10.2017 in Riyadh. If awarded, that would beat the previous record for a solar project in Abu Dhabi for 2.42 cents/kWh.

The plant will be the first awarded under the renewables program, which targets 9,500 MW of electricity generation capacity using solar and wind by 2030. The project is set to start producing power by June 2019, according to the bid. Masdar and EDF are already partners in an 800-MW project in Dubai. [rew]

Englanti: Ei enää tukirahaa aurinkovoimalle

A solar power farm running without a government subsidy opened 26 Sep 2017 in Great Britain, eastern England, due to more accessible renewable energy as costs are significantly decreasing. Coal and nuclear plants planned to close in 2020s need to be replaced, therefore Britain has to invest in new energy capacity.

The cost of solar panels and batteries fell remarkably over the last years, and the first subsidy -free development at Clayhill is an important step for clean energy in the UK, as announced by the minister for Climate Change and Industry, Claire Perry. 

The electricity generation of the 10 megawatt (MW) solar farm, in Bedfordshire, Clayhill, is enough to power 2,500 homes. It also has a 6 MW battery storage facility.For the sake of reducing increasing renewable subsidy costs, the government gave up on new subsidies for solar projects and onshore wind during the last years.  [emp]
